Following an internal and external recruitment process we have two excellent additions to the company board.
Both directors join the board at this challenging time to help drive up revenues and secure influential new partnerships which help achieve the board’s ambition of achieving high levels of sustainability to preserve the heritage railway’s long history.

Phil Warren- Director of Commercial Services

Phil Warren supports the Commercial Manager in driving income generation and shaping the organisation’s commercial strategy. At Board level, he provides oversight of all commercial operations, including events, partnerships, retail, hospitality, and visitor revenue streams.
Phil founded and developed his own business within the health and public safety sector, building successful strategies and delivering sustainable growth. With nearly 25 years’ experience at senior leadership level, he brings extensive expertise across private ambulance services, event medical provision, and the supply of services to railway heritage organisations and other sectors.
On his appointment, Phil Warren said:
“The East Lancashire Railway has always been important to me as a local resident, and I had long intended to contribute. With earlier work commitments now reduced, I am now able to play a more active role. I joined the Board to make a positive and proactive contribution, applying my commercial and leadership experience to support the railway’s long-term sustainability and community impact. I am excited to roll up my sleeves, and to meet the excellent staff and dedicated volunteers.”

This new board portfolio focuses on developing rail-related partnerships, building on the recently established Network Rail agreement. Phil will work closely with the General Manager to unlock new revenue streams that have previously been out of reach, while establishing mutually beneficial partnerships that deliver sustainable financial growth.
With over 40 years’ experience as a senior leader in rail and logistics, Phil brings extensive industry knowledge and a strong network of relationships across the sector. His career has been defined by driving revenue growth, developing effective commercial strategies, and leading stakeholder engagement across UK rail, intermodal freight, and transport services.
Phil has a proven track record in creating sustainable commercial models, expanding customer bases, and strengthening relationships with community and government stakeholders. He combines hands-on operational expertise with board-level strategic insight, alongside a strong commitment to heritage, education, and community value.
On his appointment, Phil Mckennell said:
“As a local resident, I have long been aware of the ELR and have many fond memories of family visits, including Santa Specials and Thomas events. I fully recognise the dedication of the volunteers and staff who make the railway such a valued national asset.
I am delighted to have the opportunity to contribute at board level and look forward to using my experience to help secure new revenue opportunities and build strong, lasting partnerships across the rail industry.”
